Lake Forest Church Pre-Development Consultation

Summary: 
The applicant proposes a Conditional Planning Area Map Amendment for +/- 3.9 acres currently zoned Village Edge and Village Infill Planning Areas (Parcel IDs: 00324111, 00324107, & 00324170). The Davidson Planning Ordinance (DPO) allows the Conditional Planning Area as an option for developers/property owners to ask for exceptions from the ordinance in a manner that is mutually agreeable to the developer and the Town of Davidson. The purpose of tonight’s discussion is to determine if the Board of Commissioners would like to see this proposed conditional rezoning move through the formal Conditional Planning Area Map Amendment (i.e. rezoning) process.

Davidson Planning Ordinance Section 9 Updates: Tree Ordinance Draft Text Amendments

Planning Director Jason Burdette, Senior Planner Trey Akers, and Planning Board Ordinance Committee Members Dave Cable and Ellen Donaldson

Summary: Staff and PBOC (Planning Board Ordinance Committee) members will present the draft text amendments to Davidson Planning Ordinance Section 9: Trees. Discussion will include work completed, remaining work, and next steps.

Affordable Housing Recommendation for Summers Walk
Affordable Housing Manager/Town Attorney Cindy Reid and Matt Gallagher with Blue Heel Development
Summary: 
The Davidson Board of Commissioners, Planning Board, Affordable Housing Steering Committee, and numerous citizens have indicated a strong preference for homes being built rather than a payment in lieu.  Attempts to get developers to build homes have been unsuccessful because building “affordable” homes is not what market rate builders do, and the numbers did not work.  However, the Blue Heel development team, in partnership with the Davidson Housing Coalition, will present a proposed model for Summers Walk.

Consider Approval of Public Facilities Project Concept and Referendum Resolution
Special Projects Manager Dawn Blobaum, Brent Green of Creech and Associates, and Andy Aldridge of Edifice, Inc. 
Summary:
 Following up on the board’s discussion on May 28, Brent Green from Creech and Associates will present an updated conceptual design of Phase I and II of the public facilities project, and Andy Aldridge from Edifice, Inc. will present updated preliminary pricing.In order to start the general obligation bond process, the board will need to adopt the required resolutions.

I-77 Peak-Period Shoulder Lanes (PPSL)

Summary:
 The board will discuss the proposed I-77 Peak-Period Shoulder Lanes plan, funding, and schedule for Charlotte Regional Transportation Planning Organization (CRTPO) coordination. The proposed plan includes usage of the outside shoulder lanes during peak travel periods.

Summary: 
The board will consider approval of the FY2019-2020 Budget Ordinance and Fee Schedule. Additional information regarding the FY2020 budget can be found on the town’s website:
http://www.townofdavidson.org/1155/Fiscal-Year-2019-20-Budget. The budget was presented to the board on May 14, 2019 and a public hearing was held on May 28, 2019.
