Targeted Conditional Zoning Growth Management Tool Update

Summary: The Board directed staff to further explore a targeted conditional zoning approach to better manage the pace of development. Staff has explored various strategies and seeks Board feedback. This item is for discussion purposes only.

Davidson Bay Phase II, Master Plan Amendment Update

Summary: Hopper Communities requests a Master Plan Amendment to Davidson Bay Phase II (Envelopes A, B, and C) to reduce the overall dwelling unit count and commercial square footage. The DPO deems this amendment substantial; it must be approved by the Board of Commissioners. This item has come before the Board in January and March. A public input session was held in August. This item is for information purposes only. No action will be taken.

Consider Approval of Water/Sewer Extension Request for Hoke Townhomes

Summary: The developer requests that water and sewer extensions be granted to the former Hoke Lumber site to allow for construction of +/-81 townhomes. The parcels include a former light industrial site and single-family homes. This request was previously before the board at the May 28, 2019 meeting and the board did not approve the extension and requested additional information from the developer.

Affordable Housing Plan for the Village at South Main

Summary: The Village at South Main developer has requested the board of commissioners to review a proposed plan for affordable housing units. The board asked that staff solicit public input through open town hall and that the board have further discussion at the September 10 work session.

Dispatch/9-1-1 Service Update
Police Chief Penny Dunn

Summary: Questions were raised by a couple of residents about 911 services for the Town of Davidson and the answering point at Charlotte/Mecklenburg Emergency Communications.  Research into complaints was complicated by non-specific details for the call origination date, number from which the call was made, type of individual's phone service, and type of call (police, fire, or EMS).  General information on the workings of 911 and potential technology issues from the call origination site has been posted for public understanding and use.

Public Facilities Communications Plan Update

Summary: 
The purpose of this discussion is to share the communications plan with regards to the General Obligation (G.O.) Bond for Public Facilities referendum coming up on November 5, 2019.  The plan indicates the methods and timeline for information sharing, as well as recommendations for how the board of commissioners can be actively engaged with the process.

 

Attachments include the detailed communications plan as well as a timeline for implementation.

Consider Approval of Updated 251 South Street Steering Committee
Assistant Town Manager Karen Whichard and Senior Program Manager Leslie Willis
Summary: 
On August 27, 2019, the board of commissioners approved a resolution authorizing the 251 South Street Steering Committee to begin the conceptual plan process for Phase II of the site. Most members of the existing steering committee are interested and able in continuing with Phase II; however, there is a need for a few additional appointments. Commissioners Campbell and Rierson Michael have reviewed applications of individuals who previously applied and remain interested in serving.
