Summary: The public will take notice that the Town of Davidson has called a public hearing on the question of annexing the following described territories, requested by petition filed pursuant to North Carolina General Statutes 160A-58.1, as amended:

Property of Jacob Palillo, South Creek Construction, Parcel ID 00728105, located at 19905 Davidson-Concord Road, Davidson, NC 28036 containing 1.38 acres and the petition has been certified by the Town Clerk.

Consider Approval of Ordinance 2019-01 to Extend the Corporate Limits of the Town of Davidson to include 19905 Davidson-Concord Road

Summary: The Board of Commissioners has been petitioned to extend the corporate limits of the Town of Davidson to include 19905 Davidson-Concord Road, parcel 00728105.  If approved, the described territory and its citizens and property shall be subject to all debts, laws, ordinances and regulations in force in the Town of Davidson and shall be entitled to the same privileges and benefits as other parts of the Town of Davidson.

Consider Approval of Firefighter Relief Fund Board of Trustee Appointment for David Rainey effective April 1, 2019

Summary: The Local Firefighters’ Relief Fund was established to provide support for firefighters and their families should a firefighter be killed or injured in the line of duty, or if they, through no fault of their own, suffer financial loss to the extent that they can no longer provide basic provisions to themselves or their families.  North Carolina General Statute 58, Article 84 requires that the local relief fund be managed and governed by a Board of Trustees. 

The Davidson Fire Department recommends that the appointment be filled by David Rainey. David has faithfully served on the Davidson Fire Department LFFRF Board of Trustees for over ten years in the capacity of treasurer.  David has expressed his willingness to continue his service.

Consider Approval of Villages of South Main Master Plan Amendment

Summary: The Villages of South Main master plan was approved in 2004 with 39 total residential units. In 2012, the master plan was amended to adjust the residential unit count from 39 to 31 total residential units. Davidson Village Investments, LLC requests to reduce the proposed unit count in block 1 by an additional two units, resulting in 29 total residential units. Block 1 was originally approved in 2004 for ten townhome units and was amended in 2012 to allow eight townhome units. As currently proposed, the unit count in block 1 would be further reduced to six townhome units.

If approved, total unit count for Villages of South Main would be reduced from 31 proposed units (2012 amendment) to 29 units.

Consider Approval of BA2019-26 for Regional Fire Services Study

Summary: The Town of Cornelius is proposing that the towns of Huntersville and Davidson join with them in a regional study of how fire services are provided within the three towns in North Mecklenburg. Huntersville is participating in the study. The cost of the study for Davidson is $13,500. 

Consider Approval of BA-27 for Affordable Housing Down Payment Assistance

Summary: The Mecklenburg County HOME program has allocated $85,000 for down-payment assistance for Affordable Housing.  This budget amendment recognizes the revenue and allows for the expenditure of the funds in the Affordable Housing Fund.

Consider Approval for a Noise Ordinance Variance - Davidson College Outdoor Concert

Summary: Davidson College has requested a noise ordinance variance for Friday, April 26, 2019 for an outdoor concert in Stowe Parking Lot from 8:00pm - 11:00pm.  

Consider Approval of Public Art Commission Nominations

Summary: At the November 27 meeting, the Davidson Board of Commissioners approved the 2019 citizen board nominations.  Recent changes has led to two available seats on the Public Art Commission.  Chair Sherry Nelson has nominated Tonia Wood to fill the position for a term of March 2019 - December 2020 and Tim Mascara to fill the position for a term of March 2019 - December 2021.

Consider Approval of Resolution 2019-11 for NC DOT Project U-5907 (Potts/Sloan/Beaty)

Summary: At the March 12, 2019 board meeting, the mayor and commissioners reviewed the draft resolution for the board to provide comments on project U–5907, the Potts-Sloan-Beaty corridor.  The suggested changes and/or improvements have come from citizen input, commissioner comments, and staff comments. 

Consider Approval of Resolution 2019-12 Exempt Lake Norman Connects, Inc from Section 54-1 of the Municipal Code on May 18, 2019

Summary: Lake Norman Connects, Inc. requests to be exempt from Section 54-1 of the Davidson Municipal Code for an event at Fisher Farm on May 18, 2019 for the consumption and distribution of alcohol until 8:00 p.m. 

Consider Approval of Resolution 2019-13 in support of House Bill 399 to extend the Historic Preservation Tax Credit

Summary: Legislation was filed in the North Carolina House that would extend the state tax credit that has proven vital to historic development projects. House Bill 399 Disaster Area Building Rehabilitation Tax Credit Bonus would extend the state Historic Preservation Tax Credit, which is now scheduled to expire at the end of the year, through 2029. 

Resolution 2019-13 supports the proposed House Bill 399 and requests that the North Carolina legislature approve the bill in the 2019 legislative session.

Consider Approval of Park at Beaty Resolution 2019-14 and Resolution 2019-15
Parks and Recreation Director Kathryn Spatz

Summary: The Park at Beaty Task Force presented its final report and recommendations to the board on March 12. Key recommendations are: adopt the concept plan, permanently conserve the park land, evaluate dam options, prioritizing the park as a high priority, prioritize the Beaty Street section of the Charlotte to Mooresville Trail, request design funding from Mecklenburg County, and charge task force leadership with guiding the conservation, design, and implementation of the park.

The Board will consider approval of Resolution 2019-14 to Adopt the Final Recommendations of the Park at Beaty Task Force and Resolution 2019-15 Thanking and Disbanding the Task Force. 

South Street Steering Committee Report on Phase I and next steps

South Street Steering Committee Co-Chair Elizabeth Martin and Special Projects Manager Dawn Blobaum 

Summary: Presentation will include Phase I of the South Street Steering Committee's process, findings, and recommendations. The committee will begin Phase II this summer.  

The next step in the process is to prepare a preliminary pricing for the school building and the existing town hall renovation which will be presented to the board at a future meeting. To facilitate this, staff is requesting a $50,000 appropriation from the Capital Project Fund for the architect, historic preservation consultant, and construction manager to prepare conceptual drawings and cost estimates.
